This is a pilot project of the Concerned Citizens of Abra for Good Government, UP National College of Public Administration and Governance, La Salle Jesse M. Robredo Institute of Governance, and Transparency and Accountability Network.
Abra is one of the poorest provinces in the country ranked by the National Statistics Coordinating Board (NSCB) in 2006 as the 9th poorest province in the Philippines. Abra also constantly figures as one of the election hotspots in the country.
In preparation for the upcoming Philippine local elections in May 2013, this project aims to conduct voter empowerment sessions with the registered voters of the municipality of Penarrubia in Abra. This municipality has been selected as a pilot site for this project because of its physical accessibility, small voting population, and low security threats.
The Voter Empowerment sessions aims to elicit voters’ thoughts on leadership and their desired relationship with their leaders. During these sessions, the voters (participants) will identify the problems in their communities as well as the solutions and be able to express their aspirations for their municipality. The output of the voter empowerment sessions will be used as input in engaging the candidates. The results of the sessions will be presented to the candidates in a dialogue. The ultimate goal is to include the communities’ inputs in the candidates’ platform of governance.

We hope to reach the 4,300 registered voters in Penarrubia. If we exceed our goal amount, the funds will be used to conduct more voter empowerment sessions in the municipality.
Lessons from the pilot-test will be used in the wider implementation of the project (to include other provinces in Luzon, Visayas, and Mindanao) in preparation for the 2016 national elections.
